in the order the help menu groups them.
Written out rather than derived from the keymap, so an id does not change
when the code renames a command, and a command added to the palette is
neither offered to agents nor withheld from them until someone decides: a
test fails until it is listed here.
A command that opens a dialog or text field, or starts a chord, is listed
but not runnable. The reader operates those, and one an agent opened would
take their focus and leave every later command refused; listing it still
lets the agent tell them which key to press.
