Binds a D3.js fan chart to MAIDR.
Parameters
- svg: Element
  The SVG element containing the D3 chart.
- config: D3PercentileBandConfig
  Configuration naming the median's path and each band's.
Returns D3BinderResult
A D3BinderResult with the MAIDR data and generated layer.
