Folds each declared fan chart's layers into one percentile_band layer.
Runs on a panel's layers after they were tagged, so each band keeps the
path its own <VictoryArea> drew and the median the path its
<VictoryLine> drew: the fan's selectors are the bands', outermost first,
then the median's, which is how the trace outlines a fan. The median's
layer becomes the fan; its bands' layers are dropped.
The median has to be a <VictoryLine> and each band a <VictoryArea>
drawn with y0, each named by its name prop. A band naming nothing, or
drawn down to the baseline, is reported and left out; a fan whose median
cannot be found is reported and the panel is read as before.
