A panel joins the row of the panel drawn above it when its top lies within
half the shorter panel's height of that row's top; rows run top to bottom
and each row left to right, whatever order the charts are written in.
Victory draws each chart as a block of its own, so charts the page does not
lay out side by side stand one below the other. Read as one row in children
order, three stacked charts were walked with Left and Right, and Up and Down
said there was nothing above or below.
