The chart data, sent ahead of the question as a block of its own.
It does not change between the questions asked about one chart, so it is the stable front of every request: providers that cache a repeated prefix (Anthropic with a cache breakpoint, OpenAI and Gemini automatically) charge for it once instead of on every question. It stays in the user turn rather than the system prompt because it is chart input, which is untrusted: a label or title can say anything, and the system role would lend it more authority than the reader's own question has.
